Norm usually uses his shop made taper jig (and he's even showed how to make one on a couple of episodes), which has the same function and essentially the same configuration as this, but he has used this commercial version a few times, too.
There's no brand. I don't think any of the vendors have a brand for them. Usually the arms are painted black as was his.
