Definitely a neanderthal tool, used in timber framing and ship building for smoothing timbers and beams. In this curved version, Norm used it for the rough shaping of a Windsor chair seat.
Also a trivia question used on a “Tool Time” segment of the TV sitcom, Home Improvement, in which host Tim “The Tool Man” Taylor (Tim Allen) was engaged in a tool knowledge contest with a fellow television DIY personality. The answer was "a medieval wood shaping tool," if I recall.
